Scope of application:  

The RRI applies to dry cargo shipments originating from the following regions: 

• South America West Coast  

• Central America East Coast and Caribbean  

• Central America West Coast and Mexico West Coast 

• Mexico East Coast  

• Leeward and Windward Islands  

• Suriname  

• Guyana  

  
  

Effective dates and tariff:  

The RRI will become effective on 15 August 2026 for all covered origins, except for shipments originating in Ecuador, Colombia, Panama, Venezuela, Puerto Rico, and the U.S. Virgin Islands, for which the initiative will apply starting 4 September 2026.  

A surcharge of USD 400 per twenty-foot equivalent unit (TEU) will be levied on applicable dry cargo shipments.
